WP-550 Tassal - Disable ordering in production agreement grid

Description

Ordering and filtering of the production agreement lines in the production agreement form can now be disabled to prevent users accidentally changing the order of lines or filtering out order lines.

Note this is only for the production agreement list.

New tag added to the .config file to enable this locking:

	<add key="DisableGridOrderingAndFiltering" value="true" />
