1. Create APIs needed for scanning/picking into DA

A new endpoint (webservice API) has been created for handhelds that is needed for scanning and picking pallets into the delivery agreements.

Resolved Issues:

1. Automatic production & Production Agreement page closes lines when they are not finished packing

Something about production lines closing when not finished packing due to refreshing (Sam please review)
